
Ker Gibbs, president of the American Chamber of Commerce in Shanghai, tells the Financial Times that tough border and quarantine controls in China have triggered an outflow of expat professionals. A survey of AmCham members showed 70% had difficulty attracting and retaining foreign talent. Gibbs is himself leaving, as is his counterpart Alan Beebe, president of AmCham in Beijing.
